One of the more fascinating conditions affecting Westminster isn't listed in any medical textbook. Its main symptom? Producing a great deal of output... while very little actually changes.

Ask a straightforward question about waiting lists, social care, hospital transport or support for disabled people and, before you know it, you're hearing about economic growth, inherited problems, long-term plans and record investment. Meanwhile, someone's leg bag still needs emptying.
